Waste to Energy (WTE) Incinerator:

Waste-to-energy or energy-from-waste is the process of generating energy in the form of electricity and/or heat from the incineration of waste.

WtE is a form of energy recovery.

Most WtE processes produce electricity and/or heat directly through combustion, or produce a combustible fuel commodity, such as methane, methanol, ethanol or synthetic fuels.

Incineration, the combustion of organic material such as waste with energy recovery, is the most common WtE implementation. All new WtE plants in OECD countries incinerating waste (residual MSW, commercial, industrial or RDF) must meet strict emission standards, including those on nitrogen oxides (NOx), sulphur dioxide (SO2), heavy metals and dioxins.

Hence, modern incineration plants are vastly different from old types, some of which neither recovered energy nor materials. Modern incinerators reduce the volume of the original waste by 95-96 percent, depending upon composition and degree of recovery of materials such as metals from the ash for recycling.

WtE technologies other than incineration:

There are a number of other new and emerging technologies that are able to produce energy from waste and other fuels without direct combustion.

Thermal technologies:

  • Gasification (produces combustible gas, hydrogen, synthetic fuels)
  • Thermal depolymerization (produces synthetic crude oil, which can be further refined)
  • Pyrolysis (produces combustible tar/biooil and chars)
  • Plasma arc gasification or plasma gasification process (PGP) (produces rich syngas including hydrogen and carbon monoxide usable for fuel cells or generating electricity to drive the plasma arch, usable vitrified silicate and metal ingots, salt and sulphur)

Non-thermal technologies:

  • Anaerobic digestion (Biogas rich in methane)
  • Fermentation production (examples are ethanol, lactic acid, hydrogen)
  • Mechanical biological treatment (MBT) MBT + Anaerobic digestion
  • MBT to Refuse derived fuel

Waste Management Project in Batam:

  • Technology: Waste to Energy (WTE) incinerator
  • Cooperation Period: 3 years of development and 25 years of operation.
  • Electricity generated: 15 MW
  • Project Value: Rp1, 5 Trillion
  • Garbage is processed: 1,000 tons per day
  • Location: Landfill Telaga Punggur, Batam
  • Other facilities to be provided:
  • Waste management, including but not limited to leachate treatment systems, sanitary landfill ash PLTSa, pollution control systems, storage facilities, and depot maintenance.

Proyek KPS Pengelolaan Sampah Kota Batam:

  • Teknologi: Waste to Energy (WTE) Incinerator
  • Masa Kerja Sama: 3 tahun pembangunan dan 25 tahun pengoperasian.
  • Listrik yang dihasilkan: 15 MW
  • Nilai Proyek: Rp1,5 Triliun
  • Tipping fee maksimum (Jasa pengolahan sampah kepada investor) : masih dibicarakan dengan DPRD Batam.
  • Sampah yang diolah: 1.000 ton per hari
  • Lokasi: Tempat Pembuangan Akhir Telaga Punggur, Batam
  • Fasilitas lain yang harus disediakan:
  • Pengolahan sampah, termasuk dan tidak terbatas sistem pengolahan air lindi, sanitary landfill abu sisa pembakaran PLTSa, sistem pengendalian pencemaran, fasilitas penyimpanan, dan depo perawatan.

Peserta Lelang:

Empat peserta dari enam belas peserta yang mendaftar, yang telah lolos prakualifikasi (PQ) proyek penyediaan infrastruktur pengelolaan sampah di kota Batam, yaitu satu peserta lolos prakualifiasi terdahulu:

  • SITA Hitz Itochu Batam Consortium

Dan sebanyak tiga peserta lolos prakualifikasi ulang:

  • JFE Engineering Corporation
  • Konsorsium Sound Environmental Resources Co.Ltd dan PT Manggala Purnama Sakti.
  • Konsorsium PT Indo Green Power-Hangzhou Jinjiang Group Co.Ltd –Hangzhou Yuhang Jinjiang Environmental Energy Co.Ltd-Wuhan Green Environmental Energy Co.Ltd.

Catatan:

Sesuai dengan Perpres No. 67/2005 yang telah disempurnakan melalui Perpres No. 66/2013 tentang Kerjasama Pemerintah dengan Badan Usaha dalam Penyediaan Infrastruktur minimal harus ada tiga peserta yang ikut lelang, sehingga prakualifiasi diulang.

Proses Lelang:

  • Masa sanggah untuk peserta yang tidak lulus PQ yakni dari 8 Mei – 19 Mei 2014.
  • Masa jawab dari 20 Mei – 3 Juni 2014
  • Pengesahan keempat peserta lelang oleh Walikota Batam pada 16 Juni 2014.
  • Panitia Lelang akan mengundang peserta untuk penawaran pada 16 Juni 2014.
  • Penetapan pemenang pada akhir tahun 2014.
